Why dont my PX21's work?

i got Turtle Beach PX21's today for my birthday, and i went ahead and started setting them up. i got to the part where im supposed to do the Audio Device Settings and my PX21's dont even come up on the list, and they are all plugged in and everything. they also make a squeak noise every 1 and a half seconds or so. i need help.. :/
